El Paso, Texas residents are blaming the 60-year-old Jobe Concrete Plant for an increase in
respiratory problems. The 753-acre plant on the east side of the Franklin Mountains produces asphalt, concrete and crushed rock.
Residents complain that the dust produced by operations at the facility is causing
asthma and other respiratory illnesses. Recently, some residents filed a notice of intent to sue the company. Last year, Quality of Life El Paso, an organization formed over 10 years ago to respond to local complaints about the plant, filed a civil
lawsuit seeking an undisclosed amount of
damages as compensation for depressed property values, health problems and property damage associated with the plant. The group is also expected to file suit later this summer seeking damages on behalf of hundreds of other local residents.
According to the Texas National Resource Conservation Commission, the Jobe Concrete Plant has complied with all environmental regulations with only a few exceptions. The plant received permit violation citations in 1999 and 2000 for improper wastewater releases. Three minor air quality violations were also reported.
